West Virginia has four racetrack casinos – Hollywood Casino, Mardi Gras Casino, Mountaineer Casino, and Wheeling Island. Plus, The Casino Club at the Greenbrier is authorized to accept bets and conduct many other forms of gambling, including casinos.
Each casino licensee can offer up to three individually branded online platforms (or “skins“). Also, each skin partner must display the logo of the license-bearing casino within its platform(s).
Licensing fees were set at $100,000, initially and annually. All operators must maintain a cash reserve equal to the current pool (and not less than $500,000) to cover liability.
The tax rate is 10% on revenue, whether land-based or online. This is a very reasonable amount closely comparable to the extremely successful New Jersey and Pennsylvania betting market, and far less than certain other states are attempting.
